Bulugh al-Maram #238
The Book of Prayer
The Arabic includes the chain of narration (sanad) and the collector's commentary; the English translation shows the Prophet's words only.
وَلَهُ : عَنْ أَبِي هُرَيْرَةَ - رضى الله عنه - أَنَّ اَلنَّبِيَّ - صلى الله عليه وسلم -قَالَ : { لَا يُؤَذِّنُ إِلَّا مُتَوَضِّئٌ } وَضَعَّفَهُ أَيْضًا 1 .
فَالْحَدِيثُ ضَعِيفٌ مَرْفُوعًا وَمَوْقُوفًا .1 - ضعيف . رواه الترمذي (200) وضعفه بالانقطاع بين الزهري وبين أبي هريرة . قلت : ورواه أيضا (201) موقوفا على أبي هريرة - ولا يصح أيضا - بلفظ : "لا ينادي بالصلاة إلا متوضئ ".
He also reported from Abu Hurairah (RA): The Prophet (ﷺ) said: "No one should announce Adhan except the one who has performed the ablution".

So the narration is weak whether Marfu' or Mawquf (saying of a Companion).
