لَهُۥ دَعْوَةُ ٱلْحَقِّ ۖ وَٱلَّذِينَ يَدْعُونَ مِن دُونِهِۦ لَا يَسْتَجِيبُونَ لَهُم بِشَىْءٍ إِلَّا كَبَٰسِطِ كَفَّيْهِ إِلَى ٱلْمَآءِ لِيَبْلُغَ فَاهُ وَمَا هُوَ بِبَٰلِغِهِۦ ۚ وَمَا دُعَآءُ ٱلْكَٰفِرِينَ إِلَّا فِى ضَلَٰلٍۢ
Lahoo da'watul haqq; wallazeena yad'oona min doonihee laa yastajeeboona lahum bishai'in illaa kabaasiti kaffaihi ilal maaa'i liyablugha faahu wa maa huwa bibaalighih; wa maa du'aaa'ul aafireena illaa fee dalaal
To Him [alone] is the supplication of truth. And those they call upon besides Him do not respond to them with a thing, except as one who stretches his hands toward water [from afar, calling it] to reach his mouth, but it will not reach it [thus]. And the supplication of the disbelievers is not but in error [i.e. futility].

Scholars largely agree on this ayah

His exalted be He is the call of truth that is the words that constitute it the truth and these are ‘there is no god but God’ lā ilāha illā’Llāh; and those upon whom they call read yad‘ūn or tad‘ūn ‘you call’ those whom they worship apart from Him that is other than Him — namely the idols — do not answer them anything of which they ask; save as is the response to one who stretches forth his hands towards water at the edge of a well calling to it that it may reach his mouth by its rising through the well to reach him but it would never reach it that is reach his mouth ever likewise they the idols will not answer them; and the call of the disbelievers their worship of idols — or their actual supplication — goes only astray it is only in perdition.

“Call upon Allah while being certain of being answered, and know that Allah does not respond to a supplication from the heart of one heedless and occupied by play.”
Jami` at-Tirmidhi #3691Abu Hurairah narrated that the Messenger of Allah (ﷺ) said:Hasan
“There is not a man who calls upon Allah with a supplication, except that he is answered. Either it shall be granted to him in the world, or reserved for him in the Hereafter, or, his sins shall be expiated for it according to the extent that he supplicated - as long as he does not supplicate for some sin, or for the severing of the ties of kinship, and he does not become hasty.” They said: “O Messenger of Allah, and how would he be hasty?” He (ﷺ) said: “He says: ‘I called upon my Lord, but He did not answer me.’”
Jami` at-Tirmidhi #3589Ibrahim bin Muhammad bin Sa`d narrated from his father, from Sa`d that the Messenger of Allah (ﷺ) said:Hasan
“The supplication of Dhun-Nun (Prophet Yunus) when he supplicated, while in the belly of the whale was: ‘There is none worthy of worship except You, Glory to You, Indeed, I have been of the transgressors. (Lā ilāha illā anta subḥānaka innī kuntu minaẓ-ẓālimīn)’ So indeed, no Muslim man supplicates with it for anything, ever, except Allah responds to him.”
Sunan Ibn Majah #1486It was narrated from Abu Hurairah that the Messenger of Allah (ﷺ) said:Sahih
There are three whose supplications are not turned back: A just ruler, and a fasting person until he breaks his fast. And, the supplication of one who has been wronged is raised by Allah up to the clouds on the Day of Resurrection, and the gates of heaven are opened for it, and Allah says, ‘By My Might I will help you (against the wrongdoer) even if it is after a while.’”
Sunan Abu Dawud #1485Abu Hurairah reported the Messenger of Allah (ﷺ) as saying:Da'if
"One of you is granted an answer (to his supplication) provided he does not say: 'I prayed but I was not granted an answer.'"

بِسْمِ ٱللَّهِ ٱلرَّحْمَٰنِ ٱلرَّحِيمِ
In the name of Allah, the Entirely Merciful, the Especially Merciful.
يَٰٓأَيُّهَا ٱلنَّاسُ ٱعْبُدُوا۟ رَبَّكُمُ ٱلَّذِى خَلَقَكُمْ وَٱلَّذِينَ مِن قَبْلِكُمْ لَعَلَّكُمْ تَتَّقُونَ
O mankind, worship your Lord, who created you and those before you, that you may become righteous -
ٱلَّذِى جَعَلَ لَكُمُ ٱلْأَرْضَ فِرَٰشًۭا وَٱلسَّمَآءَ بِنَآءًۭ وَأَنزَلَ مِنَ ٱلسَّمَآءِ مَآءًۭ فَأَخْرَجَ بِهِۦ مِنَ ٱلثَّمَرَٰتِ رِزْقًۭا لَّكُمْ ۖ فَلَا تَجْعَلُوا۟ لِلَّهِ أَندَادًۭا وَأَنتُمْ تَعْلَمُونَ
[He] who made for you the earth a bed [spread out] and the sky a ceiling and sent down from the sky, rain and brought forth thereby fruits as provision for you. So do not attribute to Allah equals while you know [that there is nothing similar to Him].
وَلَا تَلْبِسُوا۟ ٱلْحَقَّ بِٱلْبَٰطِلِ وَتَكْتُمُوا۟ ٱلْحَقَّ وَأَنتُمْ تَعْلَمُونَ
And do not mix the truth with falsehood or conceal the truth while you know [it].
وَٱسْتَعِينُوا۟ بِٱلصَّبْرِ وَٱلصَّلَوٰةِ ۚ وَإِنَّهَا لَكَبِيرَةٌ إِلَّا عَلَى ٱلْخَٰشِعِينَ
And seek help through patience and prayer, and indeed, it is difficult except for the humbly submissive [to Allah]
وَأَقِيمُوا۟ ٱلصَّلَوٰةَ وَءَاتُوا۟ ٱلزَّكَوٰةَ وَٱرْكَعُوا۟ مَعَ ٱلرَّٰكِعِينَ
And establish prayer and give zakah and bow with those who bow [in worship and obedience].
