Permission is granted to those who fight namely to the believers to fight back — this was the first verse to be revealed regarding the struggle in the way of God jihād because they have been wronged as a result of the wrong done to them by the disbelievers. And God is truly able to help them;

"When the Prophet (ﷺ) was expelled from Makkah a man said: 'They have driven out their Prophet' so (the following) was revealed: "Permission (to fight) is given to those who are fought against, because they have been wronged; and surely, Allah is able to give them victory. Those who have been expelled from their homes unjustly (22:39)."

Jami` at-Tirmidhi #3255Narrated Ibn 'Abbas:Hasan

"When the Prophet (ﷺ) was expelled from Makkah, Abu Bakr said: 'They have driven out their Prophet to their own doom.' So Allah, Most High, revealed: 'Permission (to fight) is given to those who are fought against, because they have been wronged; and surely, Allah is able to give them victory (22:39).' So Abu Bakr said: 'Then I knew that there would be fighting.'"

Sunan an-Nasa'i #3091Narrated It was narrated that Ibn Abbas said:Sahih

“When the Prophet was expelled from Makkah, Abu Bakr said to him: ‘They have driven out their Prophet, verily to Allah we belong and to Him we return. They are surely doomed.’ Then it was revealed: ‘Permission to fight (against disbelievers) is given to those (believers) who are fought against, because they have been wronged; and surely, Allah is able to give them (believers) victory.’ Then I knew that there would be fighting.” Ibn Abbas said: “This is the first Verse that was revealed concerning fighting.”

Sahih Muslim #3008Salim b. 'Abdullah reported that 'Abdullah b. 'Umar (Allah be pleased with them) used to send ahead of him the weak members of his household to stay during the night at Mash'ar al-Haram at Muzdalifa. They remembered Allah so long as they could afford, and then they proceeded before the stay of the Imam, and before his return. So some of them reached Mina for the dawn prayer and some of them reached there after that; and as they reached there, they stoned al-Jamra; and Ibn 'Umar (Allah be pleased with them) used to say:Sahih

Allah's Messenger (ﷺ) has granted this concession to them.

Sunan an-Nasa'i #3980It was narrated that Abu Hurairah said:Sahih

"When the Messenger of Allah , I will fight them for withholding it.' 'Umar, may Allah be pleased with him, said: 'By Allah, as soon as I realized that Allah has expanded the chest of Abu Bakr for fighting, I knew that it was the truth.'"
