Satajidoona aakhareena yureedoona ai yaamanookum wa yaamanoo qawmahum kullamaa ruddooo ilal itnati urkisoo feehaa; fa il lam ya'tazilookum wa yulqooo ilai kumus salama wa yakuffooo aidiyahum fakhuzoohum waqtuloohum haisu saqif tumoohum; wa ulaaa'ikum ja'alnaa lakum 'alaihim sultaanam mubeenaa

You will find others desiring to have security from you by manifesting belief before you and security from their own people through unbelief when they return to them and these were the tribes of Asad and Ghatafān; yet whenever they are returned to sedition whenever they are summoned to idolatry they are overwhelmed by it falling into it in the worst of ways. So if they do not stay away from you by refraining from fighting you and do not offer you peace and do not restrain their hands from you then take them as captives and slay them wherever you come upon them wherever you find them; against them We have given you clear warrant a clear and manifest proof for you to slay them and capture them on account of their treachery.

Regarding the Verse: "And say not to anyone who offers you peace (by accepting Islam), You are not a believer." There was a man amidst his sheep. The Muslims pursued him, and he said (to them) "Peace be on you." But they killed him and took over his sheep. Thereupon Allah revealed in that concern, the above Verse up to:-- "...seeking the perishable good of this life." (4.94) i.e. those sheep.

Sunan Abu Dawud #5250Narrated AbuHurayrah:

The Prophet (ﷺ) said: We have not made peace with them since we fought with them, so he who leaves any of them alone through fear does not belong to us.

Jami` at-Tirmidhi #1634Narrated 'Uqbah bin 'Amir:Sahih

"I said: 'O Messenger of Allah! We come across a people and they do not host us, and they do not give us our rights, and we do not take anything from them. So the Messenger of Allah (ﷺ) said: 'If they refuse such that you can only take by force, then take.'" This Hadith is Hasan. It has been reported by Al-Laith bin Sa'd from Yazid bin Abi Habib as well. This Hadith only means that they would go out for battles and they would pass a people among whom they would not find any food to buy for a price. So the Prophet (ﷺ) told them: If they refuse to sell you, such that you have to take it forcefully, then take it. This is how the explanation has been related in some of the Ahadith. And it has been related that 'Umar bin Al-Khattab, may Allah be please with him, would order similarly.

Sahih Muslim #7154Ibn 'Umar reported Allah's Messenger (ﷺ) as saying:Sahih

You will fight against the Jews and you will kill them until even a stone would say: Come here, Muslim, there is a Jew (hiding himself behind me) ; kill him.

Jami` at-Tirmidhi #1510Narrated Abu Sa'eed Al-Khudri:Sahih

That the Messenger of Allah (ﷺ) said: "Indeed there are others inhabiting your homes. So yell at them three times (to leave). If you see any of them after that, then kill them."
