وَإِذَا جَآءَكَ ٱلَّذِينَ يُؤْمِنُونَ بِـَٔايَٰتِنَا فَقُلْ سَلَٰمٌ عَلَيْكُمْ ۖ كَتَبَ رَبُّكُمْ عَلَىٰ نَفْسِهِ ٱلرَّحْمَةَ ۖ أَنَّهُۥ مَنْ عَمِلَ مِنكُمْ سُوٓءًۢا بِجَهَٰلَةٍۢ ثُمَّ تَابَ مِنۢ بَعْدِهِۦ وَأَصْلَحَ فَأَنَّهُۥ غَفُورٌۭ رَّحِيمٌۭ
Wa izaa jaaa'akal lazeena yu'minoona bi Aayaatinaa faqul salaamun 'alaikum kataba Rabbukum 'alaa nafsihir rahmata annahoo man 'amila minkum sooo'am bijahaalatin summa taaba mim ba'dihee wa aslaha fa annahoo Ghafoorur Raheem
And when those come to you who believe in Our verses, say, "Peace be upon you. Your Lord has decreed upon Himself mercy: that any of you who does wrong out of ignorance and then repents after that and corrects himself - indeed, He is Forgiving and Merciful."
Tafsir
Scholars offer complementary perspectives
And when those who believe in Our signs come to you say to them ‘Peace be upon you. Your Lord has prescribed He has decreed for Himself mercy to the effect that truly innahu ‘truly’ may also be read as annahu ‘that’ as a substitution for al-rahma ‘mercy’ whoever of you does evil in ignorance of it when he did it and repents thereafter after his evil deed repents of it and makes amends in his actions — truly He God is Forgiving Merciful’ towards him a variant reading for innahu ‘truly He’ has annahu ‘then He’ in other words forgiveness shall be for him.

"When any of the People of the Book greets you with Salam (peace), then say, Wa 'alaikum(and also upon you)."
Some of the people of Shirk came to Muhammad and said: "What you say and call people to is good, if only you could tell us that there is any expiation for what we have done." Then the Verses: "And those who invoke not any other ilah (god) along with Allah, or kill such a person as Allah has forbidden, except by right." And "Say: O 'Ibadi (My slaves) who have transgressed against themselves (by committing evil deeds and sins)" were revealed.
(This version is same as previous No 5176 from the Prophet (ﷺ), adding that): Afterwards another man came and said: Peace and Allah's mercy, blessings and forgiveness be upon you! whereupon he said: Forty. adding: Thus are excellent qualities rewarded.
Allah's Messenger said: "When the Imam says: (Sami Allahu liman hamidah) 'Allah listens to those who praise Him. Then (all of you) say: (Rabbana wa lakal-hamd) 'O our Lord! And to You is the praise for whoever's saying concurs with the saying of the angels, then his past sins will be forgiven."
Some pagans who committed murders in great number and committed illegal sexual intercourse
excessively, came to Muhammad and said, "O Muhammad! Whatever you say and invite people to, is
good: but we wish if you could inform us whether we can make an expiration for our (past evil)
deeds." So the Divine Verses came: 'Those who invoke not with Allah any other god, not kill such life
as Allah has forbidden except for just cause, nor commit illegal sexual intercourse.' (25.68) And
there was also revealed:-- 'Say: O My slaves who have transgressed against their souls! Despair not of
the Mercy of Allah.' (39.53)

ٱلرَّحْمَٰنِ ٱلرَّحِيمِ
The Entirely Merciful, the Especially Merciful,
فَتَلَقَّىٰٓ ءَادَمُ مِن رَّبِّهِۦ كَلِمَٰتٍۢ فَتَابَ عَلَيْهِ ۚ إِنَّهُۥ هُوَ ٱلتَّوَّابُ ٱلرَّحِيمُ
Then Adam received from his Lord [some] words, and He accepted his repentance. Indeed, it is He who is the Accepting of repentance, the Merciful.
وَإِذْ قَالَ مُوسَىٰ لِقَوْمِهِۦ يَٰقَوْمِ إِنَّكُمْ ظَلَمْتُمْ أَنفُسَكُم بِٱتِّخَاذِكُمُ ٱلْعِجْلَ فَتُوبُوٓا۟ إِلَىٰ بَارِئِكُمْ فَٱقْتُلُوٓا۟ أَنفُسَكُمْ ذَٰلِكُمْ خَيْرٌۭ لَّكُمْ عِندَ بَارِئِكُمْ فَتَابَ عَلَيْكُمْ ۚ إِنَّهُۥ هُوَ ٱلتَّوَّابُ ٱلرَّحِيمُ
And [recall] when Moses said to his people, "O my people, indeed you have wronged yourselves by your taking of the calf [for worship]. So repent to your Creator and kill yourselves. That is best for [all of] you in the sight of your Creator." Then He accepted your repentance; indeed, He is the Accepting of repentance, the Merciful.
ثُمَّ عَفَوْنَا عَنكُم مِّنۢ بَعْدِ ذَٰلِكَ لَعَلَّكُمْ تَشْكُرُونَ
Then We forgave you after that so perhaps you would be grateful.
مَّا يَوَدُّ ٱلَّذِينَ كَفَرُوا۟ مِنْ أَهْلِ ٱلْكِتَٰبِ وَلَا ٱلْمُشْرِكِينَ أَن يُنَزَّلَ عَلَيْكُم مِّنْ خَيْرٍۢ مِّن رَّبِّكُمْ ۗ وَٱللَّهُ يَخْتَصُّ بِرَحْمَتِهِۦ مَن يَشَآءُ ۚ وَٱللَّهُ ذُو ٱلْفَضْلِ ٱلْعَظِيمِ
Neither those who disbelieve from the People of the Scripture nor the polytheists wish that any good should be sent down to you from your Lord. But Allah selects for His mercy whom He wills, and Allah is the possessor of great bounty.
أُو۟لَٰٓئِكَ عَلَيْهِمْ صَلَوَٰتٌۭ مِّن رَّبِّهِمْ وَرَحْمَةٌۭ ۖ وَأُو۟لَٰٓئِكَ هُمُ ٱلْمُهْتَدُونَ
Those are the ones upon whom are blessings from their Lord and mercy. And it is those who are the [rightly] guided.
