(Verily He knoweth them) He remembers them (and numbereth them with (right) numbering) and He knows their number.

Allah's Messenger (ﷺ) said, "Allah has ninety-nine Names, one-hundred less one; and he who memorized them all by heart will enter Paradise." To count something means to know it by heart.

Al-Jalalayn Commentary
Verily He knows their number and has counted them precisely and therefore the knowledge of their total number does not elude Him not even the knowledge of one of them.
