Tafsir Al-Jalalayn: Ar-Room, Ayah 26
وَلَهُۥ مَن فِى ٱلسَّمَٰوَٰتِ وَٱلْأَرْضِ ۖ كُلٌّۭ لَّهُۥ قَٰنِتُونَ
And to Him belongs whoever is in the heavens and earth. All are to Him devoutly obedient.

Scholars offer complementary perspectives
Unto Him belongeth whosoever is in the heavens and in the earth) whosoever is in the heavens and in the earth are His slaves. (All are obedient unto Him) except the disbelievers.
Al-Jalalayn Commentary
And to Him belongs whoever is in the heavens and the earth as possessions creatures and servants. All are obedient to Him.
