Tafsir Ibn Abbas: Taa-Haa, Ayah 24
ٱذْهَبْ إِلَىٰ فِرْعَوْنَ إِنَّهُۥ طَغَىٰ
Go to Pharaoh. Indeed, he has transgressed."

Scholars offer complementary perspectives
Go as a messenger from God to Pharaoh and to those with him. He has indeed transgressed’ he has exceeded the usual limits in his disbelief by claiming to be a god.
Ibn Abbas Commentary
(Go thou unto Pharaoh! Lo! he hath transgressed (the bounds)) he became arrogant, overweening and a disbeliever.
