وَإِنَّ رَبَّكَ لَهُوَ ٱلْعَزِيزُ ٱلرَّحِيمُ
And indeed, your Lord - He is the Exalted in Might, the Merciful.

Scholars offer complementary perspectives
And surely your Lord He is the Mighty for He wrought vengeance upon the disbelievers by drowning them the Merciful to believers delivering them from drowning.
Ibn Abbas Commentary
(And lo, thy Lord! He is indeed the Mighty) in retribution against the disbelievers, (the Merciful) towards the believers, since He saved them from drowning.
