Tafsir Ibn Abbas: Aal-i-Imraan, Ayah 196
لَا يَغُرَّنَّكَ تَقَلُّبُ ٱلَّذِينَ كَفَرُوا۟ فِى ٱلْبِلَٰدِ
Be not deceived by the [uninhibited] movement of the disbelievers throughout the land.

When the Muslims began to say ‘Look at the enemies of God how comfortable they are while we are struggling!’ the following was revealed Let it not delude you that the disbelievers go to and fro in the land engaging in commerce and acquiring profit

Allah then reminded them of the evanescence of this world and of the continuity of the Hereafter, and encouraged them to seek the latter, saying: (Let not the vicissitude (of the success) of those who disbelieve in the land) the coming and going of the Jews for trade, (deceive thee) O Muhammad! Although Muhammad is here the addressee, this is directed at his Companions.
