Tafsir Ibn Abbas: Az-Zumar, Ayah 16
لَهُم مِّن فَوْقِهِمْ ظُلَلٌۭ مِّنَ ٱلنَّارِ وَمِن تَحْتِهِمْ ظُلَلٌۭ ۚ ذَٰلِكَ يُخَوِّفُ ٱللَّهُ بِهِۦ عِبَادَهُۥ ۚ يَٰعِبَادِ فَٱتَّقُونِ
They will have canopies of fire above them and below them, canopies. By that Allah threatens His servants. O My servants, then fear Me.

Scholars offer complementary perspectives
Above them they will have canopies layers of fire and beneath them they will have similar canopies of fire. That is what God frightens His servants with that is the believing ones that they may have fear of Him — this sense of the verse is suggested by what follows “So O servants of Mine fear Me!”’
Ibn Abbas Commentary
(They have) i.e. the disbelievers of Mecca (an awning) canopies (of fire above them and beneath them a dais (of fire). With this doth Allah appal His bondmen) in the Qur'an. (O My bondmen) He means Abu Bakr and his fellow believers, (therefore fear Me) therefore obey Me in that which I have commanded you!
