Tafsir Ibn Abbas: Ar-Rahmaan, Ayah 29
يَسْـَٔلُهُۥ مَن فِى ٱلسَّمَٰوَٰتِ وَٱلْأَرْضِ ۚ كُلَّ يَوْمٍ هُوَ فِى شَأْنٍۢ
Whoever is within the heavens and earth asks Him; every day He is bringing about a matter.

Scholars offer complementary perspectives
All that is in the heavens and the earth implore Him either by way of speech or by their very state of dependence on Him for the strength which they require for worship for provision forgiveness and other things. Every day all the time He is upon some matter something that He manifests in accordance with what He has decreed since pre-eternity such as the giving of life the bringing of death exalting and abasing individuals giving abundantly and withholding responding to a supplicating person and giving the one requesting something and so on and so forth.
Ibn Abbas Commentary
All that are in the heavens) among the angels (and the earth) among the believers. The inhabitants of the earth ask Him forgiveness, success, preservation from sin, bestowal of honour and provision (entreat Him. Every day He exerciseth (universal) power) He gives life, He takes life, He raises, He abases, He brings into the world a new born baby, He releases a prisoner; and the things He exercises are beyond count.
