۞ إِنَّ ٱلْإِنسَٰنَ خُلِقَ هَلُوعًا

Indeed, mankind was created anxious:

Ibn Abbas Commentary

(Lo! Man) i.e. the disbelieving person (was created anxious) miserly, too attached and tight-fisted,

Scholars offer diverse perspectives

Indeed man was created restless halū‘an is an implied circumstantial qualifier the explanation of which follows

'Ibn Adam was fashioned with ninety-nine calamities surrounding him, if the calamities miss him, he is stricken by decrepitude until he dies."
