بَلِ ٱلَّذِينَ كَفَرُوا۟ فِى تَكْذِيبٍۢ

But they who disbelieve are in [persistent] denial,

(Nay, but those who disbelieve) the disbelievers of Mecca (live in denial) of Muhammad (pbuh) and the Qur'an.
