ٱلَّذِينَ طَغَوْا۟ فِى ٱلْبِلَٰدِ

[All of] whom oppressed within the lands

(Who (all) were rebellious (to Allah) in these lands) they rebelled and declared their disbelief in the land of Egypt; it is also said that their transgression led them to this,
