Tafsir Ibn Abbas: Taa-Haa, Ayah 6
لَهُۥ مَا فِى ٱلسَّمَٰوَٰتِ وَمَا فِى ٱلْأَرْضِ وَمَا بَيْنَهُمَا وَمَا تَحْتَ ٱلثَّرَىٰ
To Him belongs what is in the heavens and what is on the earth and what is between them and what is under the soil.

Scholars offer complementary perspectives
to Him belongs whatever is in the heavens and whatever is in the earth and whatever is between them of creatures and whatever is beneath the soil al-tharā is moist earth meaning whatever is beneath the seven earths since these lie beneath it.
Ibn Abbas Commentary
(Unto Him belongeth whatsoever is in the heavens and whatsoever is in the earth, and whatsoever is between them) of created beings and marvels, (and whatsoever is beneath the sod) that which is beneath the seven earths. This is because the seven earths are above water, and water is above the whale, the whale is above the rock and the rock is above the two horns of the bull and the bull is above the dust, and the dust is moist soil and none knows what is beneath it except Allah.
