Tafsir Ibn Abbas: Aal-i-Imraan, Ayah 82
فَمَن تَوَلَّىٰ بَعْدَ ذَٰلِكَ فَأُو۟لَٰٓئِكَ هُمُ ٱلْفَٰسِقُونَ
And whoever turned away after that - they were the defiantly disobedient.

Narrated by Jabir b. 'Abdullah (Allah be pleased with both of them) reported that Allah's Messenger (ﷺ) went out to Mecca in Ramadan in the year of Victory, and he and the people fasted till he came to Kura' al-Ghamim and the people also fasted. He then called for a cup of water which he raised till the people saw it, and then he drank. He was told afterwards that some people had continued to fast, and he said:

"A man left the Masjid after the call to prayer had been given, and Abu Hurairah said: 'This man has indeed disobeyed Abu Al-Qasim (S.A.W).'"

"A man exited the Masjid after the Adhan for Asr had been called. So Abu Hurairah said: 'As for this person, he has indeed disobeyed Abul Qasim."

(Then whosoever after this) the covenant (shall turn away) from among the nations: (they will be miscreants) who have broken the covenant and are unbelievers.
