يَٰٓأَهْلَ ٱلْكِتَٰبِ قَدْ جَآءَكُمْ رَسُولُنَا يُبَيِّنُ لَكُمْ عَلَىٰ فَتْرَةٍۢ مِّنَ ٱلرُّسُلِ أَن تَقُولُوا۟ مَا جَآءَنَا مِنۢ بَشِيرٍۢ وَلَا نَذِيرٍۢ ۖ فَقَدْ جَآءَكُم بَشِيرٌۭ وَنَذِيرٌۭ ۗ وَٱللَّهُ عَلَىٰ كُلِّ شَىْءٍۢ قَدِيرٌۭ
O People of the Scripture, there has come to you Our Messenger to make clear to you [the religion] after a period [of suspension] of messengers, lest you say, "There came not to us any bringer of good tidings or a warner." But there has come to you a bringer of good tidings and a warner. And Allah is over all things competent.

Ibn Abbas Commentary

(O people of the Scripture!) O people of the Torah and the Gospel! (Now hath Our messenger) Muhammad (pbuh) (come unto you to make things plain) that with which you have been commanded and that which you have been prohibited (after an interval) of cessation (of the messengers, lest ye should say) so that you will not say on the Day of Judgement: (There came not unto us a messenger of cheer) announcing Paradise (nor any warner) against hell. (Now hath a messenger) Muhammad (pbuh) (of cheer) announcing Paradise (and a warner) against hell (come unto you. Allah is Able to do all things): whether it be sending messengers, rewarding those who follow the messengers or punishing those who do not follow the messengers.

O People of the Scripture there has verily come to you Our Messenger Muhammad (s) making clear to you the laws of religion after an interval between the messengers for there was no messenger between him and Jesus an interval of 569 years; lest you should say if you are punished ‘There has not come to us any bearer of good tidings min bashīr the min is extra nor any warner’. Indeed there has come to you a bearer of good tidings and a warner and so you shall have no excuse. God has power over all things including punishing you for not following him the Messenger.
