Tafsir Ibn Abbas: Qaaf, Ayah 45
نَّحْنُ أَعْلَمُ بِمَا يَقُولُونَ ۖ وَمَآ أَنتَ عَلَيْهِم بِجَبَّارٍۢ ۖ فَذَكِّرْ بِٱلْقُرْءَانِ مَن يَخَافُ وَعِيدِ
We are most knowing of what they say, and you are not over them a tyrant. But remind by the Qur'an whoever fears My threat.

Scholars largely agree on this ayah
We know best what they the disbelievers of the Quraysh say and you are not to be a coercer of them so as to coerce them to embrace faith — but this was revealed before the command to struggle against these disbelievers. So admonish by the Qur’ān those who fear My threat namely believers.

Narrated by 'A'isha reported Allah's Messenger (ﷺ) did an act, and held it to be valid. This news reached some persons amongst his Companions (and it was felt) that they did not approve of it and avoided (it). This reaction of theirs was conveyed to him. He stood to deliver an address; and said:

What has happened to the people that they avoid that for which permission has been granted to me? By Allah, I have the best knowledge of Allah amongst them, and fear Him most amongst them.
Narrated by 'A'isha reported that Allah's Messenger (ﷺ) granted permission for doing a thing, but some persons amongst the people avoided it. This was conveyed to Allah's Apostle (ﷺ), and he was so much annoyed that the sign of his anger appeared on his face. He then said:

"Whoever fears their vengeance is not one of us."
Narrated by It was narrated from 'Abdullah (may Allah be pleased with him) that the Messenger of Allah (ﷺ) commanded that snakes be killed and he said:

We are best aware of what they say) concerning the resurrection; and it is said: of what they say in the life of the world, (and thou) O Muhammad (art in nowise a compeller over them) such that you force them to accept faith; but later on Allah commanded him to fight them. (But warn) admonish (by the Qur'an him who feareth My threat) for only he who fears My chastisement in the Hereafter will accept your admonition'.
