Successful indeed qad the lām of laqad ‘indeed’ has been omitted from it for the sake of brevity will be the one who purifies it purges it of sins

It is Taiba, thereby meaning Medina. It drives away impurity just as fire removes the impurity of silver.
That he heard the Messenger of Allah (ﷺ) say: When a skin is tanned, it is pure.
“I heard the Messenger of Allah (ﷺ) say: ‘Any skin that has been tanned has been purified.’”
He who is examined thoroughly In reckoning is undone.
Ibn Abbas Commentary
(He is indeed successful who causeth it to grow) who refines it, makes things clear for it and guides it to success,
