فَلَا وَرَبِّكَ لَا يُؤْمِنُونَ حَتَّىٰ يُحَكِّمُوكَ فِيمَا شَجَرَ بَيْنَهُمْ ثُمَّ لَا يَجِدُوا۟ فِىٓ أَنفُسِهِمْ حَرَجًۭا مِّمَّا قَضَيْتَ وَيُسَلِّمُوا۟ تَسْلِيمًۭا
Falaa wa Rabbika laa yu'minoona hattaa yuhakkimooka fe emaa shajara bainahum summa laa yajidoo fee anfusihim harajam mimmaa qadaita wa yusal limoo tasleemaa
But no, by your Lord, they will not [truly] believe until they make you, [O Muhammad], judge concerning that over which they dispute among themselves and then find within themselves no discomfort from what you have judged and submit in [full, willing] submission.

Scholars offer complementary perspectives

But no fa-lā the lā is extra by your Lord! They will not believe until they make you judge over what has broken out has become mixed up between them and find in themselves no inhibition no constraint or doubt regarding what you decide but submit but comply with your ruling in full submission without objection.

He disputed with a man among Ansar who had been present at Badr with the Messenger of Allah angry, he gave Az-Zubair his rights in full, as stated clearly in his ruling. Az-Zubair said: "I think that this Verse was revealed concerning this matter: 'But no, by your Lord, they can have no faith, until they make you (O Muhammad) judge in all disputes between them.'"
Jami` at-Tirmidhi #1376Narrated 'Abdullah bin Az-Zubair:Sahih
"A man from the Ansar disputed with Az-Zubair before the Messenger of Allah (ﷺ) about the canals of Harrah which they used to irrigate the date palms. The Ansari said: 'Let the water pass'. But he refused, So they brought their dispute to the Messenger of Allah (ﷺ). The Messenger of Allah (ﷺ) said to Az-Zubair: 'O Zubair! Irrigate (your land) then let the water pass to you neighbor.' The Ansari became angry and said:' Is this because he is your aunt's son?' The face of the Messenger of Allah (ﷺ) changed color. Then he said: 'O Zubair! Irrigate (your land) and then withhold the water until it reaches the walls.' Az-Zubair said: 'By Allah! I think that this Ayah was revealed about that: But no, by your Lord, they can have no Faith until they make you (O Muhammad) judge in all disputes between them, and find in themselves no resistance against your decisions and accept (them) with full submission.'"
Sunan Ibn Majah #4094It was narrated from Urwah bin Zubair that 'Abdullah bin Zubair told him that:Da'if
A man from the Ansar had a dispute with Zubair in the presence of the Messenger of Allah (ﷺ) concerning a stream in the Harrah which they used to irrigate the date-palm trees. The Ansari said: "Let the water flow" but Zubair refused. So they referred that dispute to the Messenger of Allah (ﷺ) who said: "Irrigate (your land), O Zubair., and then let the water flow to your neighbor." The Ansari became angry and said "O Messenger of Allah, is it because he is your cousin?" The face of the Messenger of Allah (ﷺ) changed color (because of anger) and he said: "O Zubair, irrigate (your land) then block the water until it flows back to the walls around the date-palm trees." Zubair said: "By Allah, I think that this verse was revealed concerning this matter. ' But no, by your Lord, they can have no Faith, until they make you (O Muhammad) judge in all disputes between them, and find in themselves no resistance against your decisions, and accept (them) with full submission.' "
Sahih al-Bukhari #2267Narrated `Urwa:Sahih
When a man from the Ansar quarreled with Az-Zubair, the Prophet (ﷺ) said, "O Zubair! Irrigate (your land) first and then let the water flow (to the land of the others)." "On that the Ansari said, (to the Prophet), "It is because he is your aunt's son." On that the Prophet (ﷺ) said, "O Zubair! Irrigate till the water reaches the walls between the pits around the trees and then stop (i.e. let the water go to the other's land)." I think the following verse was revealed concerning this event: "But no, by your Lord They can have No faith Until they make you judge In all disputes between them." (4.65)
Sahih Muslim #5956'Urwa b. Zubair reported that 'Abdullah b. Zubair had narrated to him that a person from the Ansar disputed with Zubair in the presence of Allah's Messenger (ﷺ) in regard to the watering places of Harra from which they watered the date-palms. The Ansari said:Sahih
Let the water flow, but he (Zubair) refused to do this and the dispute was brought to Allah's Messenger (ﷺ) and he said to Zubair: Zubair, water (your date-palms), then let the water flow to your neighbor. The Ansari was enraged and said: Allah's Messenger, (you have given this decision) for he is the son of your father's sister. The face of Allah's Apostle (ﷺ) underwent a change, and then said: Zubair, water (your date-palms), then hold it until it rises up to the walls. Zubair said: I think, by Allah, that this verse:" Nay, by the Lord, they will not (really) (believe) until they make thee a judge of what is in dispute among them, and find in this no dislike of what thou decidest and submit with full submission" (iv. 65).

لَيْسَ لَكَ مِنَ ٱلْأَمْرِ شَىْءٌ أَوْ يَتُوبَ عَلَيْهِمْ أَوْ يُعَذِّبَهُمْ فَإِنَّهُمْ ظَٰلِمُونَ
Not for you, [O Muhammad, but for Allah], is the decision whether He should [cut them down] or forgive them or punish them, for indeed, they are wrongdoers.

And it is not [possible] for one to die except by permission of Allah at a decree determined. And whoever desires the reward of this world - We will give him thereof; and whoever desires the reward of the Hereafter - We will give him thereof. And we will reward the grateful.
وَإِن يَمْسَسْكَ ٱللَّهُ بِضُرٍّۢ فَلَا كَاشِفَ لَهُۥٓ إِلَّا هُوَ ۖ وَإِن يَمْسَسْكَ بِخَيْرٍۢ فَهُوَ عَلَىٰ كُلِّ شَىْءٍۢ قَدِيرٌۭ
And if Allah should touch you with adversity, there is no remover of it except Him. And if He touches you with good - then He is over all things competent.
لِّكُلِّ نَبَإٍۢ مُّسْتَقَرٌّۭ ۚ وَسَوْفَ تَعْلَمُونَ
For every happening is a finality; and you are going to know.
قَالَ إِنَّكَ مِنَ ٱلْمُنظَرِينَ
[Allah] said, "Indeed, you are of those reprieved."
وَلِكُلِّ أُمَّةٍ أَجَلٌۭ ۖ فَإِذَا جَآءَ أَجَلُهُمْ لَا يَسْتَأْخِرُونَ سَاعَةًۭ ۖ وَلَا يَسْتَقْدِمُونَ
And for every nation is a [specified] term. So when their time has come, they will not remain behind an hour, nor will they precede [it].
