Tafsir
Scholars largely agree on this ayah
And do not slay the soul whose life God has made inviolable except with due cause. Whoever is slain wrongfully We have certainly given his heir the one inheriting from him a warrant a sanction to retaliate against the slayer; but let him not commit excess let him not overstep the bounds in slaying by slaying other than the killer of the one slain or by other than that instrument with which he the slain was killed; for he is supported by the Law.

“Whoever kills out of folly or for tribal motives, using a rock, a whip, or a stick; he must pay the blood money for killing by mistake. Whoever kills deliberately, he is to be killed in retaliation. Whoever tries to prevent that, upon him is the curse of Allah, the angels and all the people, and no change nor equitable exchange will be accepted from him.”
Allah's Apostle (ﷺ) having said: No person who is killed unjustly, but the share of (this offence of his also) falls upon the first son of Adam, for he was the first to introduce killing.
This verse was revealed in Mecca:" And they who call not upon another god with Allah and slay not the soul which Allah has forbidden except in the cause of justice" up to the word Muhdana (abased). Thereupon the polytheists said: Islam is of no avail to us for we have made peer with Allah and we killed the soul which Allah had forbidden to do and we committed debauchery, and it was (on this occasion) that Allah, the Exalted and Glorious, revealed this verse:" Except him who repents and believes and does good deeds" up to the end Ibn 'Abbis says: He who enters the fold of Islam and understands its command and then kills the soul there is no repentance for him.
The law of Qisas (i.e. equality in punishment) was prescribed for the children of Israel, but the Diya
(i.e. blood money was not ordained for them). So Allah said to this Nation (i.e. Muslims):
"O you who believe! The law of Al-Qisas (i.e. equality in punishment) is prescribed for you in cases
of murder: The free for the free, the slave for the slave, and the female for the female. But if the
relatives (or one of them) of the killed (person) forgive their brother (i.e. the killers something of
Qisas (i.e. not to kill the killer by accepting blood money in the case of intentional murder)----then the
relatives (of the killed person) should demand blood-money in a reasonable manner and the killer
must pay with handsome gratitude. This is an allevitation and a Mercy from your Lord, (in
comparison to what was prescribed for the nations before you).
So after this, whoever transgresses the limits (i.e. to kill the killer after taking the blood-money) shall
have a painful torment." (2.178)
"Whoever is killed in the blind or by something thrown, with a rock, a whip, or a stick, then the blood money to be paid for him is the blood money for accidental killing. Whoever kills deliberately, then retaliation is upon him, and whoever tries to prevent that, upon him is the curse of Allah, the Angels and all the people, and Allah will not accept any Sarf nor 'Adl from him."
