يَٰٓأَيُّهَا ٱلنَّبِىُّ قُل لِّأَزْوَٰجِكَ وَبَنَاتِكَ وَنِسَآءِ ٱلْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِن جَلَٰبِيبِهِنَّ ۚ ذَٰلِكَ أَدْنَىٰٓ أَن يُعْرَفْنَ فَلَا يُؤْذَيْنَ ۗ وَكَانَ ٱللَّهُ غَفُورًۭا رَّحِيمًۭا
Yaaa aiyuhan Nabiyyu qul li azwaajika wa banaatika wa nisaaa'il mu'mineena yudneena 'alaihinna min jalaabee bihinn; zaalika adnaaa ai yu'rafna falaa yu'zain; wa kaanal laahu Ghafoorar Raheemaa
O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abused. And ever is Allah Forgiving and Merciful.
Tafsir
Scholars offer complementary perspectives
O Prophet! Tell your wives and daughters and the women of the believers to draw their cloaks closely over themselves jalābīb is the plural of jilbāb which is a wrap that covers a woman totally — in other words let them pull part of it also over their faces leaving one eye visible when they need to leave the house for something. That makes it likelier that they will be known to be free women and not be molested by being approached. In contrast slavegirls did not use to cover their faces and so the disbelievers used to pester them. And God is Forgiving of any occasion in the past when they may have neglected to cover themselves Merciful to them in His veiling them.
Related Hadiths
The Messenger of Allah (ﷺ) gave licence to the Mothers of the believers (i.e. the wives of the Prophet) to hang down their lower garment a span. Then they asked him to increase it, and he increased one span for them. They would send (the garment) to us and we would measure it one forearm's length for them.
May Allah bestow His Mercy on the early
emigrant women. When Allah revealed:
"... and to draw their veils all over their
Juyubihinna (i.e., their bodies, faces, necks
and bosoms)..." (V.24:31) they tore their
Murat (woolen dresses or waist-binding
clothes or aprons etc.) and covered their
heads and faces with those torn Muruts.
(the wife of the Prophet) `Umar bin Al-Khattab used to say to Allah's Messenger (ﷺ) "Let your wives be
veiled" But he did not do so. The wives of the Prophet (ﷺ) used to go out to answer the call of nature at
night only at Al-Manasi.' Once Sauda, the daughter of Zam`a went out and she was a tall woman.
`Umar bin Al-Khattab saw her while he was in a gathering, and said, "I have recognized you, O
Sauda!" He (`Umar) said so as he was anxious for some Divine orders regarding the veil (the veiling
of women.) So Allah revealed the Verse of veiling. (Al-Hijab; a complete body cover excluding the
eyes). (See Hadith No. 148, Vol. 1)
The Messenger of Allah (ﷺ) was brought some pieces of fine Egyptian linen and he gave me one and said: Divide it into two; cut one of the pieces into a shirt and give the other to your wife for veil. Then when he turned away, he said: And order your wife to wear a garment below it and not show her figure.
Abu Dawud said: Yahya b. Ayyub transmitted it and said: 'Abbas b. 'Ubaid Allah b. 'Abbas
"The Messenger of Allah said: 'Whoever drags his garment out of pride, Allah will not look at him.' Umm Salamah said: 'O Messenger of Allah, what should women do with their hems?' He said: 'Let it down a hand span.' She said: 'But then their feet will show.' He said: 'Let it down a forearm's length, but no more than that.'"

ٱلرَّحْمَٰنِ ٱلرَّحِيمِ
The Entirely Merciful, the Especially Merciful,
ثُمَّ عَفَوْنَا عَنكُم مِّنۢ بَعْدِ ذَٰلِكَ لَعَلَّكُمْ تَشْكُرُونَ
Then We forgave you after that so perhaps you would be grateful.
مَّا يَوَدُّ ٱلَّذِينَ كَفَرُوا۟ مِنْ أَهْلِ ٱلْكِتَٰبِ وَلَا ٱلْمُشْرِكِينَ أَن يُنَزَّلَ عَلَيْكُم مِّنْ خَيْرٍۢ مِّن رَّبِّكُمْ ۗ وَٱللَّهُ يَخْتَصُّ بِرَحْمَتِهِۦ مَن يَشَآءُ ۚ وَٱللَّهُ ذُو ٱلْفَضْلِ ٱلْعَظِيمِ
Neither those who disbelieve from the People of the Scripture nor the polytheists wish that any good should be sent down to you from your Lord. But Allah selects for His mercy whom He wills, and Allah is the possessor of great bounty.
أُو۟لَٰٓئِكَ عَلَيْهِمْ صَلَوَٰتٌۭ مِّن رَّبِّهِمْ وَرَحْمَةٌۭ ۖ وَأُو۟لَٰٓئِكَ هُمُ ٱلْمُهْتَدُونَ
Those are the ones upon whom are blessings from their Lord and mercy. And it is those who are the [rightly] guided.
فَإِنِ ٱنتَهَوْا۟ فَإِنَّ ٱللَّهَ غَفُورٌۭ رَّحِيمٌۭ
And if they cease, then indeed, Allah is Forgiving and Merciful.
يَخْتَصُّ بِرَحْمَتِهِۦ مَن يَشَآءُ ۗ وَٱللَّهُ ذُو ٱلْفَضْلِ ٱلْعَظِيمِ
He selects for His mercy whom He wills. And Allah is the possessor of great bounty.
