وَلَقَدْ ءَاتَيْنَا مُوسَى ٱلْكِتَٰبَ فَٱخْتُلِفَ فِيهِ ۗ وَلَوْلَا كَلِمَةٌۭ سَبَقَتْ مِن رَّبِّكَ لَقُضِىَ بَيْنَهُمْ ۚ وَإِنَّهُمْ لَفِى شَكٍّۢ مِّنْهُ مُرِيبٍۢ
Wa laqad aatainaa Moosal Kitaaba fakhtulifa fee; wa lawlaa Kalimatun sabaqat mir Rabbika laqudiya bainahum; wa innahum lafee shakkim minhu mureeb
And We had already given Moses the Scripture, but it came under disagreement. And if not for a word that preceded from your Lord, it would have been concluded between them. And indeed they are, concerning the Qur'an, in disquieting doubt.

Scholars offer complementary perspectives
And verily We gave Moses the Scripture the Torah but differences arose concerning it in terms of some affirming the truth of it and others denying it as with the Qur’ān; and were it not for a Word that had already preceded from your Lord to defer the reckoning and requital of creatures until the Day of Resurrection judgement would have been made between them in this world concerning that over which they differed; for indeed they the deniers of it are in grave doubt concerning it doubt which leads to utter uncertainty.

I went to Allah's Messenger (ﷺ) in the morning and he heard the voice of two persons who had an argumentation with each other about a verse. Allah's Apostle (ﷺ) came to us (and) the (signs) of anger could be seen on his face. He said: Verily, the (peoples) before you were ruined because of their disputation in the Book.
Ibn `Abbas said, "When Allah's Messenger (ﷺ) was on his deathbed and there were some men in the house,
he said, 'Come near, I will write for you something after which you will not go astray.' Some of them (
i.e. his companions) said, 'Allah's Messenger (ﷺ) is seriously ill and you have the (Holy) Qur'an. Allah's
Book is sufficient for us.' So the people in the house differed and started disputing. Some of them said,
'Give him writing material so that he may write for you something after which you will not go astray.'
while the others said the other way round. So when their talk and differences increased, Allah's
Apostle said, "Get up." Ibn `Abbas used to say, "No doubt, it was very unfortunate (a great disaster)
that Allah's Messenger (ﷺ) was prevented from writing for them that writing because of their differences and
noise."
When the time of the death of the Prophet (ﷺ) approached while there were some men in the house, and
among them was `Umar bin Al-Khatttab, the Prophet (ﷺ) said, "Come near let me write for you a writing
after which you will never go astray." `Umar said, "The Prophet (ﷺ) is seriously ill, and you have the
Qur'an, so Allah's Book is sufficient for us." The people in the house differed and disputed. Some of
them said, "Come near so that Allah's Messenger (ﷺ) may write for you a writing after which you will not go
astray," while some of them said what `Umar said. When they made much noise and differed greatly
before the Prophet, he said to them, "Go away and leave me." Ibn `Abbas used to say, "It was a great
disaster that their difference and noise prevented Allah's Messenger (ﷺ) from writing that writing for them.
Ibn `Abbas said, "When the ailment of the Prophet (ﷺ) became worse, he said, 'Bring for me (writing)
paper and I will write for you a statement after which you will not go astray.' But `Umar said, 'The
Prophet is seriously ill, and we have got Allah's Book with us and that is sufficient for us.' But the
companions of the Prophet (ﷺ) differed about this and there was a hue and cry. On that the Prophet (ﷺ) said to
them, 'Go away (and leave me alone). It is not right that you should quarrel in front of me." Ibn
`Abbas came out saying, "It was most unfortunate (a great disaster) that Allah's Messenger (ﷺ) was prevented
from writing that statement for them because of their disagreement and noise. (Note: It is apparent
from this Hadith that Ibn `Abbas had witnessed the event and came out saying this statement. The
truth is not so, for Ibn `Abbas used to say this statement on narrating the Hadith and he had not
witnessed the event personally. See Fath Al-Bari Vol. 1, p.220 footnote.) (See Hadith No. 228, Vol.

This hadith has been transmitted on the authority of Musa b. 'Uqba but with a slight variation of wording.
