لِلْفُقَرَآءِ ٱلَّذِينَ أُحْصِرُوا۟ فِى سَبِيلِ ٱللَّهِ لَا يَسْتَطِيعُونَ ضَرْبًۭا فِى ٱلْأَرْضِ يَحْسَبُهُمُ ٱلْجَاهِلُ أَغْنِيَآءَ مِنَ ٱلتَّعَفُّفِ تَعْرِفُهُم بِسِيمَٰهُمْ لَا يَسْـَٔلُونَ ٱلنَّاسَ إِلْحَافًۭا ۗ وَمَا تُنفِقُوا۟ مِنْ خَيْرٍۢ فَإِنَّ ٱللَّهَ بِهِۦ عَلِيمٌ

Lilfuqaraaa'il lazeena uhsiroo fee sabeelil laahi laa yastatee'oona darban fil ardi yah sabuhumul jaahilu aghniyaaa'a minat ta'affufi ta'rifuhum biseemaahum laa yas'aloonan naasa ilhaafaa; wa maa tunfiqoo min khairin fa innal laaha bihee 'Aleem

For the poor this is the predicate of the missing subject al-sadaqāt ‘voluntary almsgiving’ who are constrained in the way of God those who have confined themselves in preparation for the struggle this was revealed concerning the people of Suffa consisting in some four hundred of the Emigrants muhājirūn set apart from the other Muslims for the study of the Qur’ān and to take part in raids; and they are unable to journey darban means safaran in the land to engage in commerce and earn their living since they are fully engaged in the struggle; the ignorant man supposes them on account of the way they behave rich because of their abstinence that is their refraining from asking for things; but you the one being addressed shall know them by their mark by the signs of their humility and exertion; they do not beg of men and make urgent demands importunately that is to say they do not beg in the first place so there is no question of persistence. And whatever good you expend surely God has knowledge of it and will requite it accordingly.

The Prophet (ﷺ) said, "The poor person is not the one for whom a date or two or a morsel or two (of food is sufficient but the poor person is he who does not (beg or) ask the people (for something) or show his poverty at all. Recite if you wish, (Allah's Statement): "They do not beg of people at all." (2.273)

Sahih al-Bukhari #1428Narrated Abu Huraira:Sahih

Allah's Messenger (ﷺ) said, "The poor person is not the one who goes round the people and ask them for a mouthful or two (of meals) or a date or two but the poor is that who has not enough (money) to satisfy his needs and whose condition is not known to others, that others may give him something in charity, and who does not beg of people."

Sahih al-Bukhari #1367Narrated Abu Mas`ud:Sahih

When the verses of charity were revealed, we used to work as porters. A man came and distributed objects of charity in abundance. And they (the people) said, "He is showing off." And another man came and gave a Sa (a small measure of food grains); they said, "Allah is not in need of this small amount of charity." And then the Divine Inspiration came: "Those who criticize such of the believers who give in charity voluntarily and those who could not find to give in charity except what is available to them." (9.79).

Sunan an-Nasa'i #2539It was narrated from Abu Hurairah that the Messenger of Allah said:Sahih

"The best of charity is that which is given when you are self-sufficient, and the upper hand is better than the lower hand, and start with those for whom you are responsible."

"The poor man (Miskin) is not the one who leaves if you give him a morsel or two, or a date or two." They said: "Then who is the Miskin, O Messenger of Allah?" He said: "The one who does not possess independence of means, and the people do not know of his need, so that they could give him charity."
