۞ يَسْـَٔلُونَكَ عَنِ ٱلْخَمْرِ وَٱلْمَيْسِرِ ۖ قُلْ فِيهِمَآ إِثْمٌۭ كَبِيرٌۭ وَمَنَٰفِعُ لِلنَّاسِ وَإِثْمُهُمَآ أَكْبَرُ مِن نَّفْعِهِمَا ۗ وَيَسْـَٔلُونَكَ مَاذَا يُنفِقُونَ قُلِ ٱلْعَفْوَ ۗ كَذَٰلِكَ يُبَيِّنُ ٱللَّهُ لَكُمُ ٱلْءَايَٰتِ لَعَلَّكُمْ تَتَفَكَّرُونَ
Yas'aloonaka 'anilkhamri walmaisiri qul feehimaaa ismun kabeerunw wa manaafi'u linnaasi wa ismuhumaa akbaru min naf'ihimaa; wa yas'aloonaka maaza yunfiqoona qulil-'afw; kazaalika yubaiyinul laahu lakumul-aayaati la'allakum tatafakkaroon
They ask you about wine and gambling. Say, "In them is great sin and [yet, some] benefit for people. But their sin is greater than their benefit." And they ask you what they should spend. Say, "The excess [beyond needs]." Thus Allah makes clear to you the verses [of revelation] that you might give thought.
Tafsir
Scholars offer complementary perspectives
They ask you about wine and divinatory arrows gambling and what the ruling is regarding them. Say to them ‘In both that is in the partaking of both is great sin a variant reading for kabīr ‘great’ has kathīr ‘much’ because of the fighting cursing and swearing that ensue from it; and profit for men by way of delight and enjoyment in wine and acquiring money effortlessly from gambling; but the sin in them that is the degenerate behaviour in which they result is greater graver than the usefulness’. When this verse was revealed some gave up drinking while others persisted until the verse of sūrat al-Mā’ida Q. 590-91 finally made it illicit. And they will ask you what that is to say how much they should expend. Say expend ‘Comfortably’ al-‘afwa in the accusative is also read in the nominative al-‘afwu implying a preceding huwa that is the surplus of your need and do not expend what you need ruining yourselves. The Quranic verse :”O ye who believe ,approach not prayer with minds befogged until you can understand all they say,” and the verse: “They ask thee concerning wine and gambling. Say: In them is great sin and some profit for men ,” were repeated by the verse in Surat al-Ma’idah: ”O ye who believe, intoxicants and gambling,(dedication) stones.
When the prohibition of wine (was yet to be) declared, Umar said: O Allah, give us a satisfactory explanation about wine.
So the following verse of Surat al-Baqarah revealed; "They ask thee concerning wine and gambling. Say: In them is great sin...." Umar was then called and it was recited to him.
He said: O Allah, give us a satisfactory explanation about wine.
Then the following verse of Surat an-Nisa' was revealed: "O ye who believe! approach not prayers with a mind befogged...." Thereafter the herald of the Messenger of Allah (ﷺ) would call when the (congregational) prayer was performed: Beware, one who is drunk should not come to prayer. Umar was again called and it was recited to him).
He said: O Allah, give us a satisfactory explanation about wine. This verse was revealed: "Will ye not then abstain?" Umar said: We abstained.
"They (the Companions) said: 'O Messenger of Allah, how do you hold those who died while they were drinking Khamr - considering that the prohibition of intoxicants is now revealed?' So, (the following) Ayah was revealed: "Those who believe and do righteous good deeds, there is no sin on them for what they ate (in the past), if they fear Allah and believe and do righteous good deeds."
from 'Umar bin Al-Khattab, that he said: "O Allah! Make the verdict concerning Khamr sufficiently clear for us!" So (the Ayah) in Al-Baqarah was revealed: They ask you concerning Khamr and gambling. Say: "In them is a great sin (2:219)." So 'Umar was called, and it was recited to him, so he said: "O Allah! Make the verdict concerning Khamr sufficiently clear for us!" So (the Ayah) in An-Nisa was revealed: 'O you who believe! Approach not As-Salat while you are in a drunken state (4:43).' So 'Umar was called and it was recited him, so he said "O Allah! Make the verdict concerning Khamr sufficiently clear for us!" So (the Ayah) in Al-Ma'idah was revealed: Shaitan only wants to excite enmity and hatred between you with Khamr and gambling...' up to His saying: 'So will you not then abstain (5:91).' So 'Umar was called and it was recited to him, so he said: 'We abstained, we abstained.'"
Abü Maisarah narrated from 'Umar bin Al-Khattab who said: "0 Allah! Make the verdict
concerning Khamr sufficiently clear for us!"
The deputation of ‘Abd al-Qais asked (the prophet):From which(vessels)should we drink ? He (the prophet) replied: Do not drink from the pumpkins, vessels smeared with pitch, and hollow stumps , and steep dates in skins. They asked: Messenger of Allah, if it ferments? He replied: infuse water in it. They asked: Messenger of Allah...” (repeating the same words). He replied to them third or fourth time: Pour it away. He then said: Allah has forbidden me, or he said: He has forbidden me wine, game of chance and kubah(drums). He said: Every intoxicant is unlawful. Sufyan said: I asked ‘All b. Badhimah about kubah . He replied: Drum.

In the name of Allah, the Entirely Merciful, the Especially Merciful.
وَٱلَّذِينَ يُؤْمِنُونَ بِمَآ أُنزِلَ إِلَيْكَ وَمَآ أُنزِلَ مِن قَبْلِكَ وَبِٱلْءَاخِرَةِ هُمْ يُوقِنُونَ
And who believe in what has been revealed to you, [O Muhammad], and what was revealed before you, and of the Hereafter they are certain [in faith].
يَٰٓأَيُّهَا ٱلنَّاسُ ٱعْبُدُوا۟ رَبَّكُمُ ٱلَّذِى خَلَقَكُمْ وَٱلَّذِينَ مِن قَبْلِكُمْ لَعَلَّكُمْ تَتَّقُونَ
O mankind, worship your Lord, who created you and those before you, that you may become righteous -
ٱلَّذِى جَعَلَ لَكُمُ ٱلْأَرْضَ فِرَٰشًۭا وَٱلسَّمَآءَ بِنَآءًۭ وَأَنزَلَ مِنَ ٱلسَّمَآءِ مَآءًۭ فَأَخْرَجَ بِهِۦ مِنَ ٱلثَّمَرَٰتِ رِزْقًۭا لَّكُمْ ۖ فَلَا تَجْعَلُوا۟ لِلَّهِ أَندَادًۭا وَأَنتُمْ تَعْلَمُونَ
[He] who made for you the earth a bed [spread out] and the sky a ceiling and sent down from the sky, rain and brought forth thereby fruits as provision for you. So do not attribute to Allah equals while you know [that there is nothing similar to Him].
وَءَامِنُوا۟ بِمَآ أَنزَلْتُ مُصَدِّقًۭا لِّمَا مَعَكُمْ وَلَا تَكُونُوٓا۟ أَوَّلَ كَافِرٍۭ بِهِۦ ۖ وَلَا تَشْتَرُوا۟ بِـَٔايَٰتِى ثَمَنًۭا قَلِيلًۭا وَإِيَّٰىَ فَٱتَّقُونِ
And believe in what I have sent down confirming that which is [already] with you, and be not the first to disbelieve in it. And do not exchange My signs for a small price, and fear [only] Me.
وَإِذْ ءَاتَيْنَا مُوسَى ٱلْكِتَٰبَ وَٱلْفُرْقَانَ لَعَلَّكُمْ تَهْتَدُونَ
And [recall] when We gave Moses the Scripture and criterion that perhaps you would be guided.
